My PYR is two years old, I just rescued him from a bad situation, he is constipated, is this an issue with the breed or an issue specific to this PYR

No, any canine can be constipated. If he is getting fed an appropriate diet––raw–– and supplements such as a probiotic and gets fresh water daily and there is still an issue, have him checked by your vet.
