Nature is an amazing thing. But sometimes things go awry and unexpected things happen.
Your dog should be thoroughly examined by a vet. If she is truly a female, she may have growths (not testicles) which should be removed and examined. Especially if all her other physical features are those of a healthy female.
A vet is your best route to good advice.
