Testicles

My 5 month pry has 2 testicles but the are very small....is this a concern?

No.

Make sure to have him neutered at the appropriate age. A year to two years old will be the correct time to neuter him or whatever age your vet recommends.

In the meantime, make sure he is not allowed to wander. Unfortunately, there are people who do not spay their dogs and males will do what they need to do find females in heat.

There are already too many unwanted dogs in shelters and rescues.

He is a child at 5 months old he is a puppy. .
