Keep doing what you're doing.

I don't know where you live but if you can set up a place in an outbuilding, leave a bed of straw and water and great food in there, close to the entrance for now, the food should start to get him into the building, at least.

Or, do you have anyone in there area who does search and rescue on dogs. They would set up a large trap covered in boughs and put some great food in there.

When you do see him, put the food out, even raw food is best and sit with your back to him and just talk to him. Do not make eye contact with him. I have seen a video of someone putting a large loop of rope on the ground and he holds an end of it after working to get the dogs trust somewhat over days. The dog's head goes far enough over the loop but doesn't step into the loop I don't think, so starved, he gets the food and the man is able to lift up the loop calmly and quickly so it goes around the dog's neck. Calm in the key. I cannot find that video any longer.

Google some The Dodo videos of people catching scared dogs.

Poor guy has fleas because he has no immune system.
